Summary
The Vulcan is a giant unit that specializes in destroying large groups of grounded units with powerful AoE damage.
Vulcans are one of the strongest counters to enemy armies that feature a large number of chaff units, and are especially deadly against Crawlers, who will die to the Vulcan's attacks before ever reaching melee range. Vulcans cannot attack air units and struggle to damage units with high HP stats (e.g. Rhinos, Fortresses). Although a Vulcan takes a long time to kill durable units, a Vulcan with increased damage (veterancy, items, or the Scorching Flames damage upgrade) has enough damage to effectively kill more durable units with multiple models such as Steel Balls or Sledgehammers that would normally be able to withstand a Vulcan's attacks.
The Vulcan's tech upgrades focus on improving its ability to deal damage and absorbing damage for other units, similarly to the Fortress. The Vulcan has good synergy with units with high damage per shot such as Marksmen because Vulcans can easily clear chaff units that would otherwise interfere with their targeting, while allowing the supporting units to freely attack single targets the Vulcan would struggle to kill on its own. If the player has upgraded their Marksmen, running Vulcans with the Best Partner upgrade can be a strong unit combination. The Vulcan's Incendiary Bombs are one of the few ways to damage units shielded by deployable shields or the Fortress' Barrier - the Vulcan will shoot bombs in front of the shielded units, and they will take damage when they walk over the flames.
